Procedural Question for the Experienced Activist

Being inexperienced in political activism, I have a question for anyone who's worked on getting a federal law passed. Is there anything a private citizen can do to make sure that a bill that's now sitting in a committee will eventually get out of committee and onto the floor? Does it help to contact the committee members, even if you're not a constituent of any of them?
