The Leninist Plan and Social Security

Article from the Washington Post regarding changing social security stated in part:
"Heritage Foundation analysts Stuart Butler and Peter Germanis authored a what-do-we-do-now article in the Cato Journal in 1983. The piece, 'Achieving a Leninist Strategy,' called for mobilizing support among financial institutions that would profit from privatization. As well, 'an economic education campaign,' they wrote, 'must be undertaken to demonstrate the weaknesses of the current system.' "

The 1983 article in the Cato Journal also noted: "Lenin recognized that fundamental change is contingent both upon a movement's ability to create a focused political coalition and upon its success in isolating and weakening its opponents...we would do well to draw few lessons from the Leninist strategy...we must construct a coalition that will reap benefits from the IRA based private system Ferrara has proposed but also the banks, insurance companies and other institutions that will gain from providing such plans to the public."
